VAT registration
The standard Lithuanian VAT rate is 21%. From 2026, rates of 12%, 5% and 0% apply to transactions specified by law. Eligibility for a reduced rate depends on the transaction. [S11]
Since 1 May 2025, the EUR 45,000 VAT-registration threshold is assessed against the previous or current calendar year, not a rolling 12-month period. The relevant consideration for supplies made in Lithuania is included in the threshold. [S12]
Registration may be required earlier, including when buying services from abroad under the reverse-charge mechanism, purchasing goods from other EU countries above EUR 14,000, or supplying certain services to businesses in other EU member states. A common example is buying advertising from foreign providers such as Google or Meta.
Where the conditions are met, the Lithuanian small-business scheme (SVS) may be used: no VAT is charged on qualifying domestic sales, while VAT may still be due on certain foreign purchases. Input VAT cannot be deducted. Form PVM101 for the relevant month is submitted by the 25th of the following month; EU supplies may require form FR0564. Turnover of several companies owned by related persons must be assessed under the applicable VAT aggregation rules. [S13]
